The long-awaited Port Alberni Shelter Society review has been released, with 10 recommendations for supervisors and staff.
The review was initiated after a high-profile protest camp was erected outside the Eighth Avenue facility, and participants leveling serious criticism about the 23-bed emergency shelter, 30-unit supportive housing program, and the Community Expansion Shelter in it’s former main building.
The PASS Board says an independent review of its operations didn’t talk to current clients, or take COVID restrictions into consideration.
According to the review, there were “escalating concerns” about
long-term, multi-year bans, and alleged a lack of an appeal process.
The board issued a response, saying there is an appeal process and that committee meets quarterly.
Protesters accused shelter staff of evicting people with mental health issues.
Board member Myron Jesperson said the board will implement better mental health training programs.
The review recognized that the shelter is the only facility of its type in Port Alberni, and anyone refused access will likely have to camp outside.
The review recommends BC Housing open another shelter, designed specifically for people with mental health or substance abuse issues.
