The cold weather shelter is moving from the bread of life building down to the eagles hall on lower third avenue.
The move is being made while improvements are being made to the current facility.
Salvation Army Major Michael Ramsay asked the city to ignore that a shelter is not an approved use of the C3 zoning, as they only need the new facility until the end of March.
City Councillor Todd Patola objected, saying the city should not be asked to ignore it’s own rules.
Council voted 4-2 to allow the 17 beds to move.
