Council wrote the largest cheque in city history last night, handing over $17.1 million to the Tritech Group to complete the sewage lagoon and wastewater treatment project.
Outgoing city planner Scott Smith says the city received $18 million in grants for the project to replace the current lagoons, which do not meet federal or provincial standards.
Foul odors around Victoria Quay are being blamed on shifting sludge from one lagoon to the other, which should be completed soon.
The entire project is scheduled to be finished by 2020, and with new UV and aeration equipment, the effluent will be as clean as it can be, given current technology.
